Using legislative data from Congress.gov, begin by briefly describing the two laws that you have selected and the most important policy changes that were implemented by each. To find bills that have been referred to a specific committee, students should use the Congress.gov website— https://www.congress.gov/advanced-search/legislation. The advanced search option allows users to search for legislation using multiple criteria. To find all of bills that have been referred to a specific committee, click on the appropriate House or Senate committee, leave the search box blank, and click search.

Apply the “stages of policymaking” framework used in our textbook to develop a cogent description and analysis that surveys the differences and similarities in the enactment of these two laws. The stages of the policymaking process are: 1) setting the agenda, 2) formulating policy, 3) adopting policy, and 4) implementing policy (Davidson et al. 2018, 401

With regard to setting the agenda, describe your understanding of how this issue emerged on the congressional agenda. Were external events influential? Did the leadership of policy entrepreneurs help move the policy reforms forward? Why did legislators decide to address this problem when they did?

With regard to formulating policy, read the committee reports for each bill and study how the measures evolved during committee hearings, markup, and debate. What were the main goals of the bills? What considerations did the committees in each chamber have when debating these policy changes? Were certain dimensions of conflict evident or did a broad consensus exist? What role did partisanship play in the process? Were other legislative alternatives seriously considered?

With regard to adopting policy, summarize how each piece of legislation made its way through both chambers. This timeline should cover when the bills were introduced, the sponsor and co-sponsors, the committees of referral, major committee actions, major floor actions and amendments, roll-call votes, and any post-passage bargaining. Also, describe to what extent the president and congressional party leaders were involved in the legislative process for each bill. Who were among each bill’s primary supporters and opponents?

With regard to implementing policy, describe how you expect each law to be implemented. What executive actors or institutions are involved? What specific steps would be taken in order to actually 2 implement the policy change? Did Congress delegate discretionary implementation powers to executive officials or do the laws direct specific executive actions in detail?

PART TWO OF THIS PAPER

The second part of the paper should provide a detailed comparison of legislative paths each bill followed. In what ways were the progressions of the bills similar? Discuss obstacles that each bill encountered and how the bills’ supporters were able to overcome them. Despite the fact that the bills focused on similar sets of issues, there were likely some notable differences that existed in terms of how the two bills worked their way through Congress. Identify some of these differences and make an argument that might explain why these differing circumstances developed. Based on your assessment of these two laws, what general conclusions can be drawn regarding how Congress has dealt with the policy you’ve selected?
