Many military bases are host to tenant units, who may not be directly under the purview of the main base but are still occupying some space on the base premises. These tenant units may have their own network they maintain, separate from the base’s network. The tenant unit is usually responsible for what happens on their own network, and is separate from the IT staff for the base network.

At one point, however, the tenant unit my husband worked for decided (for several reasons) to stop maintaining their own separate network, and instead use the base’s network for their daily functions. This merging of duties caused several issues that are still being worked out today. Firstly, there were issues with leadership of the tenant unit losing the control they had over network operations. As they now had to work with base network personnel rather than their own men, they now had to deal with delays with requests and communication. Second, there were issues that came up when the burden of maintenance shifted to the base network staff. This network staff was already stretched thin maintaining the base network alone, but they now had to also maintain the network of the tenant unit which put more work on their plate. Finally, there were issues with technology integration, as the equipment from the tenant unit had to be integrated with the base network. The tenant unit made use of virtual components in their network, which carried an annual license fee that now had to be maintained by the base.

In terms of resolution, the leadership of the tenant unit had to be made to understand that there were now additional limitations that came from working with another, larger, IT department for their requests. This, for the most part, resolved the issues with loss of control, however I understand that there are still some tension between staff that was being worked out at the time my husband left his position. Second, the issue of personnel maintenance was resolved by the tenant unit agreeing to send some of the personnel that had been maintaining their personal network to work with the base staff to help alleviate some of the personnel shortage and give them extra hands to maintain the network as a whole. Finally, the tenant unit agreed to pay for several years of the license fees necessary to continue to use their virtual components. The hope is that a new agreement will be reached by the time the current license fees run out that will prevent the base from having to continue to pay for this virtualization license.
